If they were wrecked under Erie Railroad ownership would not have came back GMY till after merger

I'm wondering who did the rebuilds on E8s 822 and 823.  Did Erie/EL do it
at Hornell or were they sent back to EMD?  Since these units would not be
put back in service until after the merger, were they repainted in GMY at
the time of their repair?
