I can offer one possible explanation.

The trains layover at "Woodbine Yard" in Spring Valley, three tracks as I 
recall from my visits in the early 70's.  This is a residential neighborhood, 
with back yards only 20' from the track.  The arrangement of power at the 
east end may be to limit noise of the locomotives while laying over.
