They would have had a long wait...the first Lackawanna train named "Phoebe 
Snow" did not operate on the DL&W until 1949.

More likely, this was a news photographer's special so that the media could 
photograph New York model Marion Murray, dressed all in white as "Phoebe 
Snow" to promote the railroad's new ad campaign regarding the burning of 
cleaner anthracite coal in their locomotives. As best as anyone can tell, 
the campaign was launched either in late 1902 or early 1903, so the time of 
the excursion fits perfectly. And what better place to snap some shots than 
at the Delaware Water Gap...long a staple landmark on the DL&W's route from 
Hoboken to Buffalo. In fact, the very first "Phoebe" jingle read:

               "...These are the views disclosed to sight
                Of Water Gap and mountain height
                That lie on the Road of Anthracite..."
