Brad, 

I've developed a comprehensive list of interchange location IDs for the consist 
sheets.  

It is about 98% complete, but hasn't been posted to the page because
I am still trying to nail a few of them down.  The IDs generally 
follow the old Erie and DL&W telegraph codes, but not in every case.

As for your piggyback flat, also keep in mind the consists only (sometimes)
show the last interchange point where a car was received.  In the case of
intermodal flats, that particular car could have been captive to the EL for
weeks or months up until that point.  Same with any other freight car.
You will see westbound consists that have cars identified as being 
received at "CO", or Chicago.

Heh OK the key sheet for consists lists Chicago as 51st. Or other abbreviations 
based on other RR it was received from. But your answer does seem right.
