I believe the "key" document refers to the Excel spreadsheet Paul Brezicki came up with to generalize each consist sheet. 


Pat Moore has been working on an exhaustive list of telegraph codes used on these sheets that will eventually be put up on the ELHS website as yet another research resource.

Heh OK the key sheet for consists lists Chicago as 51st. Or other abbreviations based on other RR it was received from. But your answer does seem right.
