EL had no interest in NY-Chicago TOFC service via Buffalo since it had its own route to Chicago, and would, in effect be competing with itself. LV and NKP began NY-Chicago service around 1963 and began power-pooling the following year; N&W continued the arrangement. Since EL was kept at arm's length financially with Dereco, it made no difference to N&W which connection was used at Buffalo. Logically it was LV since it terminated at Buffalo. In like manner, N&W maintained Alphabet schedules with Chessie-controlled WM and RDG.

What's still strange is the N&W sending TOFC trains to the PRR/PC controlled 
LV at Buffalo even though it owned/controlled the EL and could have sent 
them that way.
