The map in Bill Sheppard's book shows the "NYS&W Northern Extension" reaching from Edgewater toward Fort Lee, but not getting there.  It shows the "NYS&W Southern Extension" going from Edgewater to the tunnel mouth in Weehawken.  This map is from the 1921 PA report retraced to show conditions in 1942.

None of the contemporary, pertinent, governing tariffs show Erie as serving Edgewater.

The short answer is that the NYC had trackage rights on the NYS&W to the north end of track of the portion of railroad known as the Edgewater and Fort Lee, sometimes called the Northern Extension. The NYS&W did not have rights south on NYC property. However, the Erie had operating rights from Weehawken to reach Edgewater via the NY Central.
