I'd say they have a 10% chance of succeeding at this point. NJT does not want 
Jimmy Wilson in Hoboken.
I actually think NS has a better chance of running 1 or 2 low clearance 
manifest freight trains then anything else. I don't see why it would be a 
problem if they ran a train between the hours of 12am and 5am. They have 
stated time and time again that the 2 bridges DB and WR are structurally 
sound at this point.
