(erielack) NS vs. Shared Assets.... a bit off

I have a question for the list that I would like to address..............

I don't understand why most NJT lines that presently allow Conrail local 
service will be Shared Assets area, however the line up by me referred to as 
the "Washington Secondary" will be  operated by pure NS. Is the reason 
because the Washington Secondary feeds into Allentown? I would think that 
Conrails local job that operates over NJTs Boonton line east would be Shared 
Assets as well. The map however does not show this area as being "Shared 
Assets"

Anyone know the reasoning behind all this?
