(erielack) Coil steel cars on EL's East End?

Hi folks,
 
I've been conversing off-list with Paul Brezicki and Pat Moore regarding
sightings of coil steel cars on EL's east end. Pat remembers seeing them on
rare occasions on EL trains, and there's a shot on George Elwood's site of
one in Croxton Yard:

 Would anyone know where these cars would be destined? Coil cars would be
more likely seen around the Youngstown area, but who would get them on the
east end? Or could these cars be headed TOWARDS Youngstown?
