It is already happening. Some Chinese production is being outsourced to Vietnam.
Another big factor that is driving globalization is the low cost of oil. Cheap oil means you can ship a lot more father for a lot less. But nothing lasts forever. The next five to ten years are going to be VERY interesting. I think a lot of the under utilized EL trackage will see a lot more use - or even put into a level of service never imagined when the EL existed.
