I have a train consist sheet for SF-100 from 1975. On there are several
cars with a destination railroad of "NYSE" (Susquehanna - NYS&W). But there
are also several cars with a destination of "Whippany Paper Board, Whippany,
NJ" - but with no interchange railroad. Whippany Paper Board was on the
Morristown & Erie, so why isn't it listed as an interchange point? Would this
indicate that WPB was also an EL customer?

Same scenario. NYS&W was on the routing and took part of the revenue
(division of revenue) as MJC indicated, roughly based on mileage. The M&E
elected to accept a flat rate from the EL for switching Whippany Paper Board.
They were an EL customer and the M&E was just a switching line for them.
Everyone in the NJ area on EL knew that Whippany Paper Board cars went to
the M&E. Since they were not involved in the route (just the switching line)
they were not shown on the waybill and did not get a division of revenue.
Since they were not shown as an interchange (such as EL-Morristown-MERR)
they most likely did not have to pay car hire (per diem) charges to the car
owner. The EL would cover the per diem costs when the cars were on the M&E
or at the customer. But, the EL had the right to also assess demurrage
charges against Whippany and collect that revenue.
