It is good to remember that there was/is no revenue attached to an empty move.  Moving a foreign empty costs not only the expense of the move itself, but also the per diem for the car itself.  Left to themselves, railroads could, would and did "dump" foreign empties at the closest interchange with the owner, thus escaping the expense of returnng the car to a loading point.

"Record rights" means that the car had moved under load through that  interchange, so the first road, that handed off the load to the second  road was generally obligated to receive the empty back on the return  route. . .
