This was discussed a while ago on the list. The GP38-2's had not yet entered
the construction phase, so that order was simply cancelled.
The U23Bs were actually being built, and full painting diagrams were
completed. 3-4 of them were under construction when the order was cancelled,
and these were apparently diverted to an L&N order.
