RE: (erielack) Portage Bridge near Hornell (2)
The parking lot is for access to a trail - which is on the old alignment for
a ways.
Trespassing from there takes a bit of work: 5' chain link fence extending
for a couple hundred yards to the west from the bridge - on both sides of
the ROW.
The original wood bridge was built with walkways - for the tourists on the
trains and from the hotel which was just east of the bridge.
I'm not sure, but I believe that when the iron bridge was built, walkways
were included (for the same reason). Check out some of the pictures on this

The bridge appears to have a decorative/functional railing.

Exactly.
What kind of message is being sent when they provide a parking lot next to
the bridge and a nice wide walkway out on the side of the bridge? It might
be trespassing, but it is darn near unenforceable. How many people can one
cop arrest at a time? They would have to put a guard at the end of the
bridge around the clock to keep the people off it.
If the walkway wasn't there, death would be a regular occurrence.
