Exactly.
What kind of message is being sent when they provide a parking lot next to the bridge and a nice wide walkway out on the side of the bridge? It might be trespassing, but it is darn near unenforceable. How many people can one cop arrest at a time? They would have to put a guard at the end of the bridge around the clock to keep the people off it.
If the walkway wasn't there, death would be a regular occurrence.
