I'm not sure whether they got those codes from paint formulas, but they
do give a good baseline.
You're right about different monitors giving you different colors of
sim trains. The same is true when it comes to color cameras, photograph
quality, and publishers.
Another variable is the amount of weathering done to the model. This
will make the colors very different from model to model. As in real
life. We have some that you can barely make out what color they were.
Ten there's the variance between the paint they used through the years,
and variance between shops...
I used those codes as a baseline for a set of brand new locos and they
drew rave reviews from EL fans and hard core simmers alike. I think
they would be a good starting point.
Now if I could just bring myself to weather my AC's... :(
