What year? :)  They had at least two different shades, perhaps three.

Who knows! Supposedly, the Microscale DL&W set is matched to the
aforementioned Accupaint color.

 
> How close can home-made (color printer) decals come?

Not easily - it involved dithering to get the appropriate color, and in
the smaller scales (and even O scale, for that matter) you get a bit of
noticable "dots"

The only real way to do it is correctly match ink and silk screen or pad
print it.
