(erielack) F-unit winterization

Hi folks,
At the ELHS Spring Meeting, a slide was displayed with a pair of DL&W
F-units at Washington, NJ. The trailing F-unit, an F7, had the lower 1/3
of its intake grille at the top of the carbody covered over. I've seen
other roads do this for the purpose of "winterization" - to limit the
amount of cold air being sucked in during freezing winter months (the
photo looks like it taken in the summer, however).
Was this just a short-lived experiment by the Lackawanna? Anyone know?
