I have no basis for my claim, just a hunch, but I feel the  0 preceding the 
number was not a sub division, but a policy the Railroad followed for a a 
period of time.  Cars that got repainted during that time that were in M&W ( 
non revenue ) service got the o. The fact that everything didn't get redone 
that way stemmed from the whole policy being scrapped.  Maybe with the change 
of personnel in higher positions!
