Nope, only the Erie had Baldwins:

Roadswitchers--------------
DRS-4-4-1500: nos. 1100-1105
AS-16: nos. 1106-1120
DRS-6-6-1500: nos. 1150-1161
Passenger roadswitcher---------
AS-16: No. 1140
This latter unit was the only Baldwin purchased for passenger service. The Erie purchased its Baldwins starting in late 1946, so it missed out completely on the VO series.
