On the FMs, the H24-66s came with handrails on the side (a TM standard), while the H16-44's did not (see http://gelwood.railfan.net/loco/lack930.jpg)

I don't know if ANY of the EMDs came with the handrails (gotta check the SW1200s to see if those had 'em)
