       The people of Monsey by and large DO NOT believe in following any 
building codes and construction laws.  Just drive along Route 306 through the 
"seceded" part called Kaser, and you will be horrified at the illegal multi 
family dwellings, religious schools and the like.  I dread the day that a 
serious fire strikes the area because unfortunately the casualties will be 
high.  Unfortunately, there exists a pattern of cash payoffs to building 
inspectors, council members, etc to overlook this disaster area.
