Per Howard Haines' earlier post...
My guess would be that EL would have numbered C628s into the 2751 class.
Odd? Not really, the GP35's were the 2551-class (due to the U25B's
occupying the 2501-class), and the C425's were the 2451 class (same
reason, and this kept them in line with their C424 bretheren)
