NJT would have no role, as it's all in New York. The Main Line was owned by
CR, I believe, and has no need to maintain the line. I guess Metro-North
didn't want to buy the line?

I thought Chester, Goshen and Newburgh were stops?

They added a simple Middletown station (think bus shelter) along the Graham
Line in the vicinity of Route 17 to substitute for that station.

I don't know, but I would assume the former - "acceptable losses" - those
folks could drive north a short distance and pick up the Graham Line.
