Could it be possible that the measurement is simply the first point where
rail reaches road, following as the mileposts increase?  Therefore 236.79
could well be the point where the railway reaches the highway, and this
would be from the south (or RR east if you prefer). The reason for not being
more precise would account that it's unlikely for there to be more than one
highway crossing in 1/100 of a mile.  Conrail still used this same method to
identify structures and crossings, but often just to the tenth of the mile.
As I recall there are some crossings fairly close together in Homer that
would call for a little more precise measure.  It seems like they only got
it close enough so it would be obvious once on the site.

I suppose if one was really bored on a warm day with a measuring tape, you
could just go there and lay it out on the rail and measure from the road to
the next milepost (2/10 of a mile wouldn't be too bad, with a 50' tape you'd
need to lay it out 20 times)...  unless there's still jointed rail in place,
which would make it real easy to figure.
