I haven't purchased the upgrade but I do have Train Dispatcher 2.  I think
it's fun.  You can set the "fast clock" at different speeds to make the
territories more challenging.  The Northeast Corridor can be a real bear.
Signal Computer Cosultants has a demo version of Train Dispatcher 3 that you
can download.  Go to www.softrail.com

One of the neat things is that new territories are being made all the time.
There must be around 400 available at this time.  They span the whole
spectrum of railroads and eras.  Some are fictitious but the majority
represent actual railroad lines.  There are several Erie, DLW and EL
territories available.

A companion program called Track Builder enables you to create your own
territories.

It's probably still there.
