Further to Chris's response, the Hudson and Manhattan Railroad, as was its 
official name, soon came to be known as "The Tubes" by commuters.  Indeed, 
some long-time E-L commuters still call them the Tubes; I know that I did 
when I commuted in the 1970's.

There's a good book on them, called "Rails Beneath the Hudson," which 
covers the Pennsy  as well.

I don't believe that the Tubes were financed by PRR, but were privately 
financed.
