(erielack) EL RS-3 end rails

After scanning other RS-3s in the last two days I am begining tro wonder
if the end rails were an ALCo standard. I see the same type end rails on
the NYC (w/6-SL brakes), a short line unit and a former NKP unit on the NW
(24-RL brakes).
