Here are some examples to remember when reading about this subject:
  1). New york state, back in the 70's, put out alot of money for the Erie
line west of Port Jervis, NY. They set quotas for the number of trains that
"had" to be run over the line. Conrail would have abandoned the line because
they didn't have enough traffic to justify keeping it. Conrail got a string
of old hoppers, and went back and forth on the line however many times they
needed to in order to meet the quota. That makes sense!!
  2). Cleveland, OH. When the latest Cleveland Union terminal was completed,
the state of Ohio put and extra tax on the CUT company and a surcharge on
all of the railroads using it. These extra taxes were VERY high. The state
put this tax revenue into a seperate bank account and when they had enough
in it, they built a big airport that made the CUT obsolete. Then they
demanded that the railroads increase commuter service and lower their fares.
  That would be like robbing a man in the street, using his money to
purchase a gun, and then shooting him in the head with it. Only difference
is that our government would also force the dead man to clean up his own
blood.
