EMD changed to low fans in mid '47 F3 production, it was probably an economic
decision. F units had three types of raditor fans through their production, the
below the roof FT fans, the high shroud F2 and early F3 fans and the lower
profile F3, 7 and 9 fans. Fan types weren't an option, just production changes.

The exterior design of the fan wouldn't be the performance factor, the rating
of the fan mechanism itself would be.
