Yes, you are correct but the unspoken part of the plan is that the Tappan Zee
project gives west-of-Hudson access to Grand Central Terminal for NEW YORK
RESIDENTS and does not involve connecting GCT to Penn Station or building a
second to tunnel --gasp!!!- New Jersey, both of which are unpopular moves in
New York (ie: if the tunnel goes to NJ, NJ should pay for it).
Thus, the long desired west-of-Hudson trains to the underused GCT can go via
Tappan Zee and with less than a little imagination, the Metro-North funded
Port Jervis service could avoid New Jersey all together and be routed
Suffern-Piermont-Tappan Zee-NY and thus preserve NY xenophboia.
