restrictions being law based. MBTA (Massachusetts) runs commuter trains to
Providence RI which is also served by AMTRAK from SS Boston, NJ Transit runs
trains for NY State (Metro North) to Port Jervis to Hoboken etc. The reason
NJ Transit does not serve Philly is that there are prior agreements not to
provide a duplicate service, not any legal reason. Interstate services were
deregulated years ago. The ICC was disbanded. It doesn't even exist anymore.
