I do realize the "best they can" as every aspect is so entrenched in D.C.,
the way it all works, or doesn't, at this moment in history. It is just too
bad, reasonable analysis and well-directed policies is near impossible in
the process. I think they once thought of this

In New York City, they have just pushed back any completion of even the
segment already begun, of the 2nd Avenue Subway, now some 37 or so years
running, now the first part will open perhaps in 2016 or 2017. That would
be 60 years from when they closed the 3rd Avenue El.  As well, the Long
Island Railroad into Grand Central pushed back to 2017. A budget thing.  So
where did stimulus go, a penny here, a penny there?

Who knows.  I presume that when the news media discussed transportation and
energy policy, this aspect never occurred to anyone, whether reporter or
politician
