SENECA: Depot's future out of village's hands

The future of the CSX Depot is in the hands of corporate lawyers.

Streets and Public Improvements Commissioner John Lamb said he should  hear 
from the lawyers by next week.
 
"Knowing how lawyers are, it may be the end of the year," Lamb said.
 
The Port Authority has been trying to plan for the building's future. It  has 
been vacant since the 1970s and is deteriorating.
 
At the Nov. 6 Village Board meeting, Seneca Regional Port Authority  Chairman 
William Steep, a former mayor, said the Port Authority is willing to  buy or 
lease the structure for repairs and use as office or rental space.
 
Lamb noted the board is only helping the Port Authority gather information  
for the depot. If the project continues, the Port Authority will fund it and  
have the city's support. 
 
Last month, Village Attorney Michael Mason suggested exploring if the CSX  
Depot would be elgible for eminent domain proceedings, citing that as the best  
way to preserve it. 
 
Steep said he found out the depot is eligible eminent domain based on a  
state law adopted in 1969.
 
Lamb also said he met with Illinois Department of Transportation workers  
concerning traffic control on Shipyard Road.
 
"(IDOT workers) feel if we don't do something with Shipyard Road, it would  
start to deteriorate," he said. "You can see signs of distress already."
 
Lamb suggested the board act on preserving it.
 
Lamb said construction work to replace the old Seneca bridge could begin in  
the spring of 2008 and be complete by 2009. The old bridge would be demolished 
 in 2010.
