Yes I know about the manhole cover, at Atlantic and Court Street. But it only is a portion, they couldn't break through walls because they are covered in pipes, conduits and etceteras, so he thinks the loco is behind a wall in an inaccessable and I guess unused portion.  I suppose it isn't there, they must have tried sound devices or whatever they are called, right?

    The tunnel in question is not completely  sealed.  It is still accessible 
via a manhole cover in Atlantic  Avenue.  About 10 or 15 years ago, tours 
were offered of the tunnel, and I  was one of those who descended through the 
manhole and toured the tunnel.   I did not see any pre-1860 steam locomotive; 
however, I also did not tour the  entire tunnel, so the comment conceivably could 
be correct.
