There are some problems with Dahl's narrative.  Charles Carroll of Carrollton (not Lewis Carroll, who wrote "Alice in Wonderland") was the last surviving signer of the Declaration of Independence who broke ground for the B&O on July 4, 1828, not in 1830.  The C&O canal also began construction the same day; it reached Cumberland in 1850, by which time the railroad was nearing its original goal of Wheeling on the Ohio River.
