Hi,
Since I have some experience with historic preservation in NJ, I would
suggest the following:
The proper procedure in New Jersey is to have the station area designated an
historic district by a municipal historic preservation commission (sounds
like this hasn't been done and it's probably too late now).
The only other alternative is to make a "deal;" concessions by the town in
return for assistance by WaWa. For example, WaWa will supply landscaping
and paving for your project in return for permission to build their gas
station. This has to be "pitched" not as a threat but in the spirit of "what do you
guys (Wawa) have to offer in return for the benefit of our community?"
BTW, in the United States, combination gas stations and convenience stores
are common. At first, it was felt the combination was repulsive and
wouldn't work...but convenience won the day.
