Another thought: Since all your council members are involved in real estate,
surely those who have ties to the company which brokered the sale of the land
(even if it was through an MLS listing) are in a conflict of interest, and
therefore ineligible to vote on the rezoning?
In my Canadian province, any municipal councillor with such ties must declare the
conflict openly, abstain from the vote and remove themselves from the table...if
enough of them do it, you may find there aren't enough of them to form a quorum to
make the meeting legal.
As a newspaper reporter and editor I saw a lot of municipal business conducted
that should have been challenged in this fashion, but many councils will rely upon
the public's ignorance of the process, or its disinterest in the topic, and only
back down when they are publicly challenged.
I'm sure US municipalities have similar restrictions, perhaps a local lawyer
sympathetic to your cause could advise you.
