(rshsdepot) mystery rails question on western Richmond County, N.Y.

West Shore Expressway in Staten Island driving south, I presume the dump is to the right, alongside looks like a set of rails, tracks paralleling the highway as I head towards Outerbridge Crossing....then a bit of water to cross comes and they just end, no sign of bridge and on other side they continue.rusty of course on both sides....not on my map, was this just a long siding for the dump once..I think I know this was the B & O's dump once; in the 20's they were getting complaints about it....anyone know what the heck I am talking about?
