You are correct, it is the Earle Ammunition Depot. The main feature of the railroad is track on a pier extending about 2 miles out to sea to facilitate loading of ammunition. Several years ago, there was a fan trip on the line, but no chance of that happening again after 9-11.

  That's almost certainly the Naval Ammunition Depot railroad.  Per the 3rd
  edition of Jay Reed's Comprehensive Guide to Industrial Locomotives (
  www.riohondo.info<http://www.riohondo.info/> ) they have Baldwins, Alco's, GE's and EMD locos.  It's
  called Earle Naval Weapons Station, Colts Neck NJ or U.S. Naval Ammunition
  Depot or ?, depending upon which reference you check.
