That's almost certainly the Naval Ammunition Depot railroad. Per the 3rd
edition of Jay Reed's Comprehensive Guide to Industrial Locomotives (
www.riohondo.info ) they have Baldwins, Alco's, GE's and EMD locos. It's
called Earle Naval Weapons Station, Colts Neck NJ or U.S. Naval Ammunition
Depot or ?, depending upon which reference you check.
