    Does this mean $45mm is the whole cost, and if they get FEMA to kick on
75%, the state's share would be $11mm+ before overruns, or that $45mm is the
state's 25% of $180mm total?
    Any idea if there's any stabilization they can do to protect the remains
agains future restoration, when the states and culture aren't being starved
for "other priorities"?
