The covering is likely that green copper material that was used because it
did not collapse under assault of salt mists and sprays. That's why all the
ferry terminals in NY appear to be green -- copper oxide.

You are facing east. The openings are for carriages and the lined-up drays
are heading toward Annex Boats straight ahead. The location is Exchange
Place. The tracks in the street are going into the PS Terminal. I believe
the first arch on the left is part of the street entrance to the Exchange
Place Tubes Station. The elevators ran up to track level, which would be
about the second, maybe third  story of the building. The arched terminal is
to the left of the photographer.

Today, this is the plaza with the Holocaust (Baba Yar, IIRC) memorial
statue, sometimes referred to as "New Jersey vs NYC: Economic Development
Techniques."  If you stand in exactly that spot today, you might get run
over -- or at least brushed by -- by a southbound trolley (LRT) on the
Hudson Bergen Line.
