Council ready to formalize Racine depot contract

RACINE -- With planning already under way to restore the city's century-old

train depot on State Street, the City Council is set to formally contract
for the renovation designs.

Tonight the council will receive a resolution to pay Isthmus Architecture 
of
Madison $183,436 for preparing restoration plans.

The city is still in the process of purchasing the structure, said Michael
Glasheen, the city's transit planner. An appraisal is done but must be
approved by the state, which will also be a party to the Isthmus
Architecture contract. While awaiting purchase, the city wants to continue
with the other steps in the renovation process, he said.

It's the state which is footing most of the bill for the depot work.

"We've got the grant funds to do this work," Glasheen said. The city has a
$1.88 million grant to cover the purchase, design, and renovation, he 
said.
That's about 80 percent of the projected cost; the city will pay about 20
percent.

Isthmus will produce a plan for reworking the depot building and the 
canopy
beside the tracks, Glasheen said. A crew from the firm did a preliminary
survey of the building in early November with the permission of the owner.
Isthmus had been told it was the city's choice to do the work, and it 
opted
to start when the weather was good knowing that the formal contract would
take time, Glasheen said.

If the depot project moves ahead as planned, bids for the renovation work
will be let in late summer or early fall; exterior work can be done before
winter sets in, and the project will be finished in the spring or early
summer of 2004, he said.

Landscaping is outside the bounds of this contract. "That's something 
we've
pretty much got designed as part of the transit center project," Glasheen
said.

The transit center, which will be the hub for bus service, will occupy the
land immediately east of the station. Bids for asbestos removal and
demolition on five properties will be advertised later this month, 
Glasheen
said, and hopefully work will begin in April.
