The President Street Station was used by the Pennsylvania Railroad.
It was located in downtown Baltimore, which predated all of the railroads.
As a result, through trains did not continue beyond the President Street
Station. To obviate this problem, the Pennsylvania Railroad built a bypass
around downtown Baltimore, including the B&P tunnels, which are still used
today by Amtrak. That is why Penn Station in Baltimore is located in a
relatively inconvenient area, about a mile north of downtown Baltimore.
