According to Lance Phillips' "Yonder Comes the Train," the highball signals were first used in 1832, and were superseded by the time of the Civil War by a variety of other signal types, depending upon the railroad. You would have to consult someone with a
knowledge of the Weldon Railroad snce most highballs had been replaced by banner signals by the time of the Civil War, only the expression "to highball" (or "lowball") remained.
