What town does Mayor O'Leary live in??? Unless it's been dismantled or closed since last I was there, there IS a pedestrian walkway over the tracks at S. Amboy.
How about a simple change in operating rules that would prohibit passing a stopped train in the station at speeds in excess of 15 MPH.
