(LVRR) Southern Central 1866 report

A friend of mine picked up a small book, like 5 1/2 by 8, with an old look
to it that was titled something like 'a report on the Southern Central RR
(LV Waverly-Fair Haven), dated 1866.   It looks old on the outside, but the
pages were clean enough to make me wonder if it was a reprint.  That and
that it has a heavier paper cover, and it seems to me it was stapled
together rather than bound.

Anyone familiar with anything this vintage having been reprinted?   It
begins by addressing the board of directors, or something like that, I
didn't get to really look it over closely.
