(LVRR) Victor again

Just a note to say had I paid more attention, the RMC article notes the
connector was built in 1978 by the state for Conrail, who was designated
operator at the time.  Probably about the same time that the Auburn Road
between Victor and Canandaigua came out and the ramp was added at
Shortsville so the LV between there and Geneva could come out.
